In order to repair such a Paradox database, I advise you to use this tool pdxrbld.exe http://rksolution.cz/RKS/PDXRBLD.ZIP (download 32-bit executable)

To make the software working, you can use the precompiled exe binaries from this web site http://rksolution.cz/DELPHI/DELPHI.htm#00004

Of course, you can make your own builds if you want - the source, which can be also downloaded from the site mentioned above; it is compatible with all Delphi versions.
